Emergency Rental Assistance Program
About the program:
The Houston-Harris Rental Assistance Program is available to renters within Harris County or the City of Houston:
who have been financially impacted by the COVID-19 pandemic,
who are experiencing housing instability, and
whose household income is at or below 80% of Area Median Family Income.
Any rental property within the City of Houston or Harris County may participate. Landlords interested in registering their property will need to enroll their property and agree to the terms of the program. Landlord enrollment and tenant applications are open!

Applying for rental assistance by explaining eligibility requirements, scanning documents or providing other technology support, and providing in-language support
Sharing information about the CDC Moratorium Declaration that can provide protection against eviction for qualifying tenants
Connecting families to additional services: food, healthcare, job training, legal services, or other resources
How to contact us:
Have experienced financial hardship as a result of the COVID-19 pandemic:
reduction in work hours,
or significant new costs.
Are experiencing housing instability or are at risk of homelessness,
who have past due rent or
past due utility bills (electricity, gas, or water) or
who have received an eviction notice
Household income of less than 80% of Area Median Income (AMI)* before March 1, 2020
*AMI is for the Houston-The Woodlands-Sugar Land MSA in 2020 as defined by HUD and reported by City of Houston Housing and Community Development, retrieved from
